The Human Information Systems Authority
HISA designs and builds information systems for organisations operating in complex, regulated sectors. We are not a generic software vendor. Every system we build is shaped by how a specific sector actually works: its workflows, its compliance requirements, and its operational reality.
HISA is currently structured into a single active division: HISA Health. HISA Health builds health information systems for hospitals, clinics, and health departments across South Africa. Future divisions including Education, Construction, and Insurance are in development.
Our flagship platform in development is MAMA — the Maternal and Antenatal Monitoring Application — built for South African public hospitals.

Our Mission
To design and deliver clinically accurate, regulation-compliant health information systems that empower South African healthcare facilities to deliver better patient outcomes through structured, auditable, and interoperable digital records. HISA Health is the health systems division of the Human Information Systems Authority (HISA).
Our Vision
A South African healthcare sector where every clinical interaction, from a teaching clinic consultation to an antenatal visit in a rural facility, is captured accurately, privately, and securely in purpose-built digital systems.
How HISA Health Began
HISA Health was founded in 2026 by Jeremiah Ragedi and Oyindamola Mark Awoniyi, two South Africans who saw firsthand how paper-based records were failing patients across the country's public health system.
Jeremiah, as Chief Executive Officer, brings strategic leadership and a deep understanding of South Africa's regulatory and institutional landscape. Oyindamola, as Head of Partnerships, Marketing and Research, leads institutional relationship-building, grant strategy, and the research that grounds every product in real clinical need.
Together they built HISA Health around a single conviction: that purpose-built, compliance-first digital systems — designed by people inside the South African health system, for the South African health system — are the only way to give every patient a record that follows them, safely, wherever they go.

Every HISA system is architected with regulatory compliance as a first principle, not a feature.
POPIA (Act 4 of 2013)
Full data protection compliance: right to access, right to deletion, breach notification protocols, and data subject consent management built into every system.
Health Professions Act (Act 56 of 1974)
Clinical record standards, practitioner obligations, and patient rights compliance. Every field and workflow maps directly to statutory record-keeping requirements.
HPCSA Guidelines
Practitioner registration, supervised student practice roles, and continuing education compliance. Student and supervisor role separation enforced at the system level.
HL7 FHIR R4
Full interoperability with South African EHR systems and national health data registries via HL7 FHIR R4 standard export and API integration.
